The tender is for quoting lowest rates for the supply, installation imparting necessary training and live demonstration of the equipments.
Sealed Tenders, having clearly superscribed on the top of envelope that “Tender for supply/ installation of items at Indian Institute of Handloom Technology, Bargarh” and the same should reach to the undersigned on or before 03.00 PM of 13th March, 2015 and the Tender shall be opened at 04.00 PM of 13th March, 2015 in the presence of a duly constituted committee of the Institute. A firm may depute its representative to witness the opening, if it so desires.
The parties must fulfill/ ensure that the following terms and conditions are complied with and may be kept in view while submitting the Tender:
(i) The firm should be in a position to supply items mentioned above at a notice of 10 working days as and when requested by this office. Similarly Installation/ Training etc. should be completed within 10 working days of the supply of the items/ software/ service or as per the instruction of the undersigned.
(ii) Authorized representative of the firm should be available on his own direct telephone (office as well as residence) and also on mobile phone.
(iii) No request of escalation of rates would be entertained after approval of the rates, which shall be valid for one year from the date of opening of the tender.
(iv) The quality of Dual Desk should be of standard and reputed make only.
(v) The suppliers will have to ensure warranty conditions attached with the items and prompt replacement, in respect of the defective Duel Desk and various other allied items/ consumables etc. on their own cost.
(vi) The bidder should have valid CST/VAT registration with Sales Tax authorities, payment of Service Tax, VAT and any other tax as applicable for the last two years.
(vii) The bidder should have TIN/PAN number issued by the Income Tax Department, Commercial Tax Department.
(viii) Rates should be quoted on comprehensive basis i.e, inclusive of all taxes, VAT local octroi, freight & delivery charges, installation charges, training charges etc. if any. No additional payment, other than the rates quoted will be made in whatsoever condition. No advance payment will be made by this office in any circumstances. The payment will be released only after getting all the certificates from the end user that ‘the items/service has been supplied is of desired quality and as per specifications.’
(ix) The suppliers participating in the tender will be required to deposit a bank draft/pay order of Rs. 5,000/- (Refundable) as earnest money, in the name of
Director, Indian Institute of Handloom Technology, Bargarh. Earnest money in any other form shall not be accepted and quotations would be summarily rejected.
(xi) The successful bidder shall have bidder shall have to deposit a bank draft/ pay order of Rs. 10,000/- (Refundable) as the Performance Security which should remain valid for a period of sixty days beyond the date of completion of all contractual obligations of the supplier including warranty obligations. Bid security shall be refunded to the successful bidder on receipt of Performance Security. No interest would be paid to the EMD deposited / held back.
(xii) The Director, Indian Institute of Handloom Technology, Bargarh reserves the right to alter any specification/details/quantity of the item/material/ service at any time, and the tendered shall have to abide by the decision of the authority.
(xiii) The Director, Indian Institute of Handloom Technology, Bargarh reserved the right to accept/reject the any or all the tender(s) without assigning any reason.
(xiv) All question and disputes relating to the meaning of the specifications, mentioned in the Tender document and instructions herein before mentioned and as to the quality of workmanship or requirement of materials/services/softwares etc. for the work or as to any way arising out of or relating to the specifications, estimates, instructions orders or these conditions or otherwise concerning the works, or the execution or failure to execute the same whether arising during the progress of the work or after the completion of the person appointed by The Director, Indian Institute of Handloom Technology, Bargarh.
(xv) The tenderer shall not question the nomination of the arbitration on the ground that the Competent Authority has nominated the said arbitrator.
(xvi) The area of jurisdiction will be Bargarh. The legal cost will have to be borne by the tenderer.
